Position Overview:

We are seeking an Expert-level Systems Architect to join a mission-critical program involving billing, policy management, and quote processing systems for a large insurance-focused government initiative. The successful candidate will design, develop, and implement innovative, standards-compliant technology solutions aligned with enterprise architecture and business needs.

Key Responsibilities:
  • Design and structure enterprise technology solutions using Oracle, .NET, and Azure DevOps

  • Develop Oracle stored procedures, packages, triggers, and PL/SQL logic for high-volume insurance systems

  • Build and maintain batch applications using .NET (C#) and Oracle technologies

  • Develop and enhance modern web applications with HTML, JavaScript, CSS, and XSLT

  • Lead implementation of automated deployment pipelines with Azure DevOps Server

  • Ensure compliance with SDLC protocols, enterprise architectural standards, and governance models

  • Support existing integrated systems:

    • Billing and Collection System – handling billing, refunds, cancellations, PayGo, IVANS Exchange

    • Integrated New Business (iNB) – quote processing, autoquote enhancements, and policy workflows

    • Integrated Policy Administration and Maintenance (iPAM) – full lifecycle policy processing

  • Collaborate with development teams and business analysts to translate technical requirements and manage system enhancements


Qualifications:

  • 7+ years of experience with Oracle PL/SQL including Workers’ Compensation-specific systems

  • 7+ years of experience with NYCIRB rules, AMS integrations (e.g., Applied EPIC, Vertafore)

  • 7+ years of experience with policy lifecycle processes (renewals, audits, rebills)

  • 5+ years of .NET development (C#, Visual Studio 2019 or later)

  • 5+ years of experience using Accrual Accounting in billing software for Workers’ Comp/Disability Insurance

  • 5+ years working with ACORD AL3 data for Underwriting and Claims

  • 4+ years of experience with ACORD .AL3 Mapper and IVANS data exchange

  • 4+ years of modern web development using JavaScript, CSS, HTML, XSLT

  • 2+ years of experience with Azure DevOps Server (pipelines, automated deployments)
