Job Title: Software Architect
HBITS Task Order: HBITS-06-14137
Agency: New York State Department of Health
Location: Hybrid – 150 Broadway, Menands, NY 12204 (50% onsite negotiable)
Rate: Depends on experience


Position Overview:
Project is part of the New York HBITS initiative supporting the NY State of Health (NYSoH) marketplace. Role requires expertise in Java, Spring Boot, Angular, and ACA-related systems.


Responsibilities:
  • Lead requirements gathering sessions and define system functionality
  • Collaborate with vendors and stakeholders to support IT operations
  • Evaluate and ensure development outputs meet business needs
  • Analyze and refine technical documentation and processes
  • Provide updates and mitigation plans to management
  • Assist with production support and troubleshooting
  • Manage resolution of design issues
  • Document system architectures and ensure regulatory compliance

Qualifications:
  • 7+ years analyzing and supporting complex IT systems
  • 7+ years developing enterprise system architectures
  • 7+ years managing system/software requirements lifecycle
  • 6+ years on ACA or state/federal health exchanges
  • 5+ years on eligibility and ACA compliance rules
  • 5+ years Java/J2EE, Spring Boot, Angular stack development
  • 5+ years working with EDI 834 transactions
  • Bachelor’s in IT or Computer Science
