Position Overview:
Project is part of the New York HBITS initiative supporting mental health applications managing Protected Health Information (PHI). This expert-level role focuses on technical architecture for web-based healthcare systems using .NET, Oracle, SOA, and GitLab within HIPAA-compliant environments.

Position Overview:
Project is part of the New York HBITS initiative supporting mental health applications managing Protected Health Information (PHI). This expert-level role focuses on technical architecture for web-based healthcare systems using .NET, Oracle, SOA, and GitLab within HIPAA-compliant environments.
Responsibilities:
- Lead application architecture and design for OMH systems
- Code and maintain applications using Visual Studio, ASP.NET, Angular, and Web APIs
- Design and optimize Oracle database objects and stored procedures
- Support CI/CD pipeline design and implementation
- Oversee source control and versioning through GitLab
- Ensure PHI data compliance per HIPAA standards
- Mentor developers and participate in cross-agency technical planning
- Troubleshoot performance issues and assist in deployment coordination
Qualifications:
- 9+ years as lead architect in secure and performance-optimized projects
- 9+ years using Visual Studio for complex ASP.NET/MVC or C# apps
- 8+ years creating Technical Architecture documentation
- 8+ years Oracle experience including PL/SQL and triggers
- 8+ years with SOA, WCF, REST/SOAP APIs, microservices
- 3+ years with WCAG 2.0 accessibility-compliant development
- 3+ years in .NET/.NET Core application maintenance
- 2+ years building CI/CD pipelines
- 3+ years working with HIPAA PHI compliance
