Position Overview:

The New York State Office of Mental Health is seeking an Expert-level Project Manager to oversee infrastructure projects across clinics, hospitals, and outpatient facilities statewide. This role involves managing project budgets, schedules, and scope while ensuring collaboration between technical teams, vendors, and stakeholders. The Project Manager will oversee multiple initiatives, including Electronic Health Record (EHR) projects, infrastructure upgrades, and application implementation.

This is a full-time, 30-month engagement starting October 2, 2025, with up to 50% telecommuting allowed.

Responsibilities:

  • Utilize Microsoft Word, Excel, Project, and Visio to manage staff assignments, project status, and schedules.
  • Apply project management methodology to document, track, and manage initiatives.
  • Plan and facilitate project meetings and technical demonstrations.
  • Provide regular progress reports, including metrics, risk mitigation strategies, and status updates.
  • Collaborate with Business Analysts to ensure requirements are gathered, documented, and met.
  • Oversee testing processes in coordination with the Project Technical Lead.
  • Serve as facilitator and project manager for OMH initiatives, including application implementations and infrastructure changes.
  • Report project progress to supervisors and ensure compliance with NYS Project Management standards.
  • Support agency initiatives, including the deployment of Electronic Health Record systems.
  • Comply with all ITS Security Agreements, HIPAA regulations, and OMH confidentiality policies.
  • Participate in required training programs and complete knowledge transfer documentation during the engagement.

Qualifications:

  • 7 years of experience managing infrastructure projects (building management systems, VOIP, wireless access, temperature monitoring systems), overseeing budgets, schedules, scope, and quality standards.
  • 5 years of experience as a liaison between agencies/companies and vendors, leading projects from requirements gathering through implementation.
  • 4 years of experience collaborating with architecture and infrastructure teams to integrate central server and facility systems.
  • 4 years of experience leading projects involving state government stakeholders at the director level and above.
  • 4 years of experience managing IT projects for facility moves and construction.
  • 3 years of experience with Patient Management Systems (scheduling, admissions, discharge, transfers, documentation) and system integrations.
  • 2 years of experience creating system documentation (context diagrams, ER diagrams, architecture diagrams, process flows, data models, test plans).
  • 2 years of experience facilitating requirements sessions.

Education and Certifications:

  • Bachelor’s Degree (preferred in Computer Science, Information Technology, or related field).
  • Project Management Professional (PMP) Certification.
