Position Overview:
We are seeking an Expert Systems Architect to design, configure, and develop complex applications and systems as part of the New York HBITS initiative. This role involves leading technical architecture design, managing secure application development, and integrating modern technologies such as .NET/MVC, Oracle PL/SQL, Service-Oriented Architecture (SOA), AI/ML (Python), and cloud platforms (Azure, AWS, Google Cloud). The ideal candidate will bring expertise in enterprise systems, healthcare data compliance (HIPAA/PHI), and automation tools like Terraform or Ansible, while mentoring developers and ensuring performance, security, and scalability.

Position Overview:

Responsibilities:
- Design technical architectures for multiple application modifications and enterprise-level projects.
- Participate in the full systems development lifecycle (SDLC), including analysis, design, coding, testing, and deployment.
- Use Microsoft Visual Studio 2022 or higher to develop applications with MVC, .NET, JavaScript, Ajax, HTML, XML, Web APIs, and WCF.
- Develop Oracle PL/SQL code (stored procedures, packages, triggers, indexes, and scripts) and perform database migrations.
- Manage sensitive Protected Health Information (PHI) data securely in compliance with HIPAA regulations.
- Mentor and guide other programmers, providing expertise in debugging, securing, and deploying applications.
- Use TFS/GitLab for source code management, versioning, and branching.
- Diagnose and resolve production issues using ITSM processes, escalating and participating in bridge calls as needed.
- Troubleshoot and maintain reports using Crystal Reports.
- Implement AI/ML tools, including Python, to support chatbot and web-based application components.
- Work with cloud technologies (Azure, AWS, Google Cloud) and automation tools like Terraform and Ansible.
- Ensure applications comply with WCAG 2.0 accessibility standards and industry best practices.
Qualifications:
- 7+ years of experience as a lead technical architect handling systems architecture, engineering, and security.
- 5+ years using Microsoft Visual Studio to build ASP.NET/MVC or C# n-tier web applications.
- 5+ years integrating servers, infrastructure, IoT devices, cloud technologies, and troubleshooting WAF/network issues.
- 3+ years of experience with AI/ML using Python for chatbot and application development.
- 7+ years of PL/SQL experience developing Oracle packages, procedures, functions, and scripts.
- 7+ years with Service-Oriented Architecture (SOA) and developing secure .NET web services using WCF, REST APIs, and ESB.
- 3+ years developing applications that meet WCAG 2.0 accessibility standards.
- 2+ years working with cloud platforms (Azure, AWS, Google Cloud).
- 2+ years with automation and IaC tools such as Terraform or Ansible.
- 2+ years coding and maintaining applications with healthcare data (HIPAA/PHI) and HL7 transformation.
