Position Overview

GD Resources LLC is seeking an experienced Management Coordinator to serve as the senior management lead for INL programs in Costa Rica. The selected candidate will oversee the administrative, financial, and operational management of approximately $37.5 million in annual U.S. government security cooperation programs.

The Management Coordinator will ensure effective stewardship of U.S. government resources and compliance with Department of State regulations while supporting the strategic implementation of programs designed to combat transnational crime and strengthen partner nation law enforcement institutions. The role reports to the INL Costa Rica Deputy Director and supervises locally employed staff and third-party contractors


Key Responsibilities

Program Management and Administrative Oversight

  • Serve as the primary coordinator for INL Costa Rica management functions, including budget and finance, procurement, logistics, human resources, facilities, internal controls, construction, end-use monitoring (EUM), and information technology.

  • Oversee financial planning, budget execution, and reporting for multiple fiscal years of foreign assistance and program support funding.

  • Ensure compliance with U.S. government financial management policies and internal control standards.

Procurement and Contract Management

  • Advise INL leadership on acquisition strategies and procurement processes.

  • Support preparation of Statements of Work (SOWs), cost estimates, procurement documentation, and bid solicitations.

  • Serve as Contracting Officer’s Representative (COR) for selected procurement initiatives and construction projects.

  • Monitor projects through award, implementation, delivery, monitoring, and closeout.

Team Leadership and Personnel Management

  • Supervise approximately eight locally employed staff (LES) and coordinate activities of three third-party contractors supporting INL management functions.

  • Conduct performance evaluations, assign tasks, provide mentorship, and promote staff professional development.

Construction and Infrastructure Oversight

  • Manage INL-funded infrastructure and construction projects, including planning, design review, project execution monitoring, and coordination with contractors and host-nation technical experts.

End Use Monitoring (EUM) and Asset Accountability

  • Oversee implementation of INL’s End Use Monitoring program to ensure proper accountability and use of equipment donated to partner nation agencies.

  • Ensure documentation, inspections, and reporting requirements are completed in accordance with INL policies.

Travel, Training, and Program Support

  • Manage INL Costa Rica travel and training activities, including travel authorizations, logistics coordination, and collaboration with embassy vetting processes.

  • Support program staff with administrative and operational requirements for training and capacity-building activities.

Policy Compliance and Reporting

  • Develop and implement standard operating procedures (SOPs) and management policies.

  • Prepare management reports and briefings for INL leadership, the U.S. Embassy, and headquarters in Washington, D.C.

  • Ensure transparency and oversight to prevent fraud, waste, or mismanagement of U.S. government resources.

Embassy and Interagency Coordination

  • Maintain strong working relationships with embassy management offices, including General Services, Financial Management, Human Resources, Diplomatic Security, and Information Technology.

  • Represent INL in embassy management meetings and coordinate regularly with INL headquarters in Washington.

Minimum Qualifications

  • U.S. citizenship with the ability to obtain and maintain a Department of State Secret security clearance (Top Secret may be required).

  • Bachelor’s degree in Management, International Affairs, Business Administration, Public Administration, Economics, Accounting, Project Management, or a related field.

  • Minimum seven (7) years of management and administrative experience, including areas such as budgeting, procurement, logistics, facilities, or program management.

  • Minimum five (5) years of supervisory experience in a multicultural environment.

  • At least two (2) years of overseas professional experience.

  • Professional proficiency in English and Spanish.
