Position Overview:

The Customer Information System (CIS) Support Specialist provides essential daily onsite support to the San Carlos Irrigation Project (SCIP) for the effective operation of its electric utility management systems. This role supports a broad range of utility business functions including billing, metering, collections, customer service, work order processing, financial reporting, and reconciliation. The position is vital in helping SCIP meet its operational and financial objectives.


Key Responsibilities:

  • Billing & Metering Support:

    • Develop and manage paperless billing processes using EUMS.

    • Transmit electronic bills via BIA Microsoft Exchange servers.

    • Assist in explaining billing statements and charges to customers.

  • Financial Reporting & Accounting:

    • Support accounting for monthly revenue averaging $3 million.

    • Reconcile monthly sales reports between EUMS and FBMS.

    • Prepare quarterly and year-end Treasury Reports on Receivables (TROR).

    • Manage delinquent debts and refer to the Department of Treasury per CSNG protocols.

  • Data & System Integration:

    • Ensure accurate transaction recording in EUMS, FBMS, OTC.net, Pay.gov, CIR, and Cross Servicing Next Generation systems.

    • Manage third-party payment software interfaces for credit card, ACH, paper checks, and money order transactions.

  • Customer Service & Work Orders:

    • Complete standard and non-standard billing adjustments and work orders.

    • Review and manage customer accounts, including payment plans and guarantees.

    • Design and manage customer-facing forms for billing, notifications, and reporting.

  • System Administration & Technical Support:

    • Generate and manage custom queries and reports in EUMS.

    • Work with OCIO and OCFO to resolve system and financial data issues.

    • Provide system training to new accounting technicians and support ongoing staff development.

  • Collaboration & Process Improvement:

    • Participate in planning meetings and conference calls with SCIP management and external contractors.

    • Implement business procedures in collaboration with EUMS and Elements stakeholders.


Qualifications:

  • Minimum 3 years of experience in utility billing systems, financial reconciliation, or similar roles in a public utility or government setting.

  • Strong familiarity with Electric Utility Management Systems (EUMS) and financial platforms such as FBMS, Pay.gov, and OTC.net.

  • Experience with generating and interpreting financial reports and customer account records.

  • Proficiency in using Microsoft Office Suite and electronic communication tools.

  • Knowledge of federal financial systems and Department of Treasury protocols is preferred.

  • Ability to communicate technical and financial information clearly to both internal stakeholders and the public.

  • Must be able to work independently and within a team in a government-regulated environment.


Additional Requirements:

  • Must be 18 years of age or older.

  • Must pass an extensive federal background investigation.

  • Must be willing to work onsite daily at SCIP’s main office in Coolidge, Arizona.
