Job Title: Systems Analyst 3
Agency: Texas Health and Human Services Commission (HHSC)
Location: Onsite – Austin, TX
Rate: $100K–$110K annually (W2 and 1099 only)
 
Position Overview:
This Systems Analyst 3 (Data Engineer) position supports the development and operation of the HHS Data Integration Hub for the Texas Health and Human Services Commission (HHSC). The project focuses on automating data acquisition, transforming data using SQL and Informatica PowerCenter/IICS, and supporting data visualization through tools like Tableau. Candidates should have strong skills in Oracle SQL, data pipelines, and experience working in Agile environments. Familiarity with healthcare data security and complex system integration is highly preferred.
 
Responsibilities:
  • Lead Agile development team through technical planning and delivery of data solutions.
  • Automate data acquisition from multiple sources using Informatica PowerCenter/IICS.
  • Design and build complex Oracle and/or Snowflake SQL scripts to transform and load data.
  • Support the development of database views and materialized views for analytics.
  • Verify and validate SQL scripts and automation processes; build automated validation tools.
  • Participate in Agile ceremonies, including daily stand-ups, sprint planning, and retrospectives.
  • Collaborate with architects and engineers to develop scalable data acquisition and integration strategies.
  • Create mockups, gather feedback, and refine solutions based on customer input.
  • Support documentation efforts with technical diagrams and specifications.
  • Participate in requirements gathering, system design, and problem resolution.
  • Provide hands-on support for implementation of development tools and CI/CD processes.
  • Maintain compliance with data privacy and security principles, especially in healthcare.
 
Qualifications:
 
Required
  • 8 years of Informatica PowerCenter/IICS experience automating ETL processes.
  • 8 years integrating data from Oracle, SQL Server, Excel, Access, and PDFs into Tableau.
  • 8 years developing complex Oracle or Snowflake SQL scripts.
  • 8 years as a system analyst on data warehousing or performance management projects.
  • 8 years of technical writing and diagramming experience using Visio/Erwin and MS Office.
  • 8 years of experience delivering platforms across multiple teams or products.
  • 8 years of hands-on experience developing testable and efficient code using modern best practices.
 
Preferred
  • 6 years of excellent oral and written communication.
  • 6 years of experience balancing and switching between competing priorities.
  • 4 years working on Agile sprint teams.
  • 4 years of healthcare data security knowledge.
  • 4 years with performance metrics or BI visualization software.
  • 4 years with a degree in CS, IS, or Business or equivalent experience.
  • 4 years working with HHS agencies, PII/PHI data, or in healthcare.
  • 4 years developing scripts in Python.
  • 4 years using JIRA for issue and task tracking.
  • 2 years working with REST/SOAP web services, Java, JavaScript, GitHub CI/CD, Mulesoft, or C#.
