Location: Albany, NY – Hybrid (On-site from Day 1 required)
Rate: Based on experience
Position Overview:
We are seeking a Senior Software Developer for a 30-month engagement supporting the NYS Tax Modernization Program. This program encompasses multiple projects to modernize legacy systems within the Department of Taxation and Finance, which is responsible for billions in state revenue. The position will primarily focus on the Real Property Systems Modernization.
Responsibilities:
- Analyze business requirements and develop automated applications that meet business priorities.
- Lead programming efforts for tax-related applications.
- Mentor and guide staff in the use of technologies including J2EE, Spring, JSON, JavaScript, and JDBC.
- Develop and review detailed system documentation, including technical specifications.
- Provide guidance through all phases of the project management life cycle.
- Create unit test plans, conduct unit testing, and debug code changes in the development environment.
- Coordinate migration of code changes to user test environments.
- Assist team members using distributed technologies such as Java, DB2, XML, and XQuery.
- Provide defect resolution support and ensure timely resolution based on priority.
- Facilitate meetings with ITS and Department of Taxation and Finance stakeholders.
- Communicate clearly and effectively with management, users, and technical teams.
Qualifications:
- 5 years experience with J2EE technologies including JDBC, JSP, and XML.
- 5 years developing, building, and testing Java EE applications using modern IDEs such as Eclipse, NetBeans, or IntelliJ.
- 3 years experience with Spring/Struts using application servers such as Tomcat, JBoss, WebSphere, or WebLogic.
- 5 years experience writing SQL statements for relational databases.
- 4 years experience in messaging technologies such as MQ, JMS, or Kafka.
- 3 years experience developing with HTML, CSS, and JavaScript.
- 1 year experience integrating Geographic Information System (GIS) technology with applications.
- 2 years experience with a government taxation/budget organization, including technical design, development, maintenance, and end-user support for complex processing systems.
Bachelor’s Degree in Computer Science, Information Technology, or a related field.
