Position Summary
GD Resources is seeking a Business Development & Proposal Specialist to support business growth and proposal efforts across federal, state and commercial markets. This role plays a key part in identifying opportunities, building partner relationships, and supporting proposal development and administrative coordination. The ideal candidate is detail-oriented, proactive, and interested in government contracting.
Key Responsibilities
  • Conduct outreach to potential teaming partners and clients via phone and email
  • Research and source contract opportunities using SAM.gov, state procurement portals, and VMS platforms
  • Support proposal development, including writing, editing, formatting, and assembling proposal documents
  • Assist with administrative coordination for proposals, teaming agreements, NDAs, and required documentation
  • Track opportunities, partners, deadlines, and submissions using internal tools or CRM systems
  • Support preparation of capability statements, resumes, past performance summaries, and marketing materials
  • Collaborate with internal team members to ensure proposals are compliant and submitted on time
Qualifications
  • Interest in or experience with business development, proposals, or government contracting
  • Strong written and verbal communication skills
  • Comfortable with outreach via phone and email
  • Highly organized with strong attention to detail
  • Proficiency in Microsoft Office (Word, Excel, Outlook); familiarity with proposal tools or CRMs is a plus
  • Ability to manage multiple tasks and deadlines independently
  • Prior GovCon or proposal experience preferred but not required
