Job Title: Software Architect
HBITS Task Order: HBITS-07-14154
Agency: New York State Insurance Fund (NYSIF)
Location: Hybrid (Albany, NY)
Rate: Depends on experience

Position Overview:
This expert-level role supports the Workers' Compensation Policyholder Systems project at NYSIF under the New York State HBITS initiative. The architect will work on system maintenance, integration, and modernization, including policy administration systems such as underwriting, premium audit, billing, and risk control. Strong experience in Oracle PL/SQL, .NET Core, JavaScript, and accessibility compliance (WCAG) is required.


Responsibilities:
  • Support new statutory development projects
  • Contribute to system re-engineering and modernization of policy administration systems
  • Write Oracle stored procedures, views, packages, and triggers for underwriting and billing
  • Resolve production system issues quickly and effectively
  • Maintain and enhance Policy Center using JavaScript, JQuery, HTML5, CSS3, MVC, and .Net Core
  • Scan for security vulnerabilities and assist with remediation
  • Develop WCAG-compliant web applications
  • Build APIs and microservices for policy systems
  • Integrate policy system data with BI systems/data warehouse

Qualifications:
  • 5 years experience with Workers Compensation Policy Processing, Risk Control, Premium Audit, Billing applications
  • 7 years experience in Oracle development, PL/SQL development including triggers, packages, procedures, functions, views, SQL tuning, and data file generation from Oracle
  • 7 years experience with Microsoft C#.NET, Object-Oriented Programming, and web-based systems using ASP.NET and MVC
  • 7 years experience in static scanning, third-party component scan, and vulnerability remediation
  • 5 years experience with JavaScript, JQuery, CSS, JSON, HTML, XML, REST API
  • 7 years experience developing web applications conforming to Web Content Accessibility Guidelines (WCAG)
  • 5 years experience using Azure DevOps and CI/CD pipelines
  • 7 years experience with Innotas
