Personal Financial Counselor (Military & Family Support)

GD Resources LLC is seeking a qualified and experienced Personal Financial Counselor to provide comprehensive financial counseling and education services to military service members, veterans, and their families in the state of Oregon. This role supports the Service Member and Family Support (SMFS) Program and plays a critical role in improving financial readiness and resilience across the military community.

Key Responsibilities

Financial Counseling & Client Support

  • Deliver one-on-one financial counseling to service members (Active, Reserve, National Guard), retirees, and their families
  • Develop personalized budgets, financial plans, and debt reduction strategies
  • Educate clients on credit management, interest rates, and responsible financial practices
  • Provide guidance on military-specific financial topics such as BRS, TSP, SGLI, and VA home loans
  • Ensure strict confidentiality and compliance with all privacy regulations
  • Conduct follow-ups within 48 hours for high-risk or urgent referrals

Outreach & Education

  • Conduct monthly outreach meetings with at least three community organizations
  • Deliver financial education presentations (up to 24 annually) at military and community events
  • Provide training on financial readiness topics across the military lifecycle
  • Build and maintain a strong referral network including government and community partners

Resource Coordination & Referrals

  • Connect clients with appropriate support services (financial institutions, relief societies, VA resources, etc.)
  • Maintain up-to-date knowledge of federal, state, and local financial assistance programs
  • Coordinate with Military and Family Readiness Specialists and program leadership

Data Collection & Reporting

  • Prepare and submit monthly reports with data analysis, trends, and recommendations
  • Track client interactions, service types, and outcomes while maintaining confidentiality
  • Provide ad hoc analysis and reports as requested by leadership
  • Ensure proper handling and destruction of sensitive client data

Work Schedule & Environment

  • Monday–Friday, 8:00 AM – 4:30 PM (flexibility required for events and outreach)
  • Work performed on-site, with occasional travel to military locations across Oregon
  • Telework may be authorized with an approved plan

Required Qualifications

  • Bachelor’s degree from an accredited institution
  • One of the following certifications:
    • Certified Financial Planner (CFP®)
    • Chartered Financial Consultant (ChFC®)
    • Accredited Financial Counselor (AFC®)
  • Strong understanding of personal finance principles and counseling practices

Preferred Qualifications

  • Experience working with military personnel and families
  • Familiarity with military pay systems, benefits, and financial programs
  • Knowledge of federal and state financial assistance resources

Security & Compliance Requirements

  • Ability to obtain and maintain a Common Access Card (CAC)
  • Completion of required DoD and Army training (e.g., AT Level 1, OPSEC, IA Training)
  • Compliance with all installation access, security, and background investigation requirements
