Position Overview:
This expert-level Systems Developer role supports the NYS Office of Mental Health as part of the statewide HBITS initiative. The selected candidate will help develop and maintain mission-critical applications such as the Concerts certification system, using Microsoft .NET technologies, Oracle PL/SQL, and Crystal Reports. This role requires deep experience with full SDLC, data modeling, reporting, and HIPAA-compliant systems.

Position Overview:
This expert-level Systems Developer role supports the NYS Office of Mental Health as part of the statewide HBITS initiative. The selected candidate will help develop and maintain mission-critical applications such as the Concerts certification system, using Microsoft .NET technologies, Oracle PL/SQL, and Crystal Reports. This role requires deep experience with full SDLC, data modeling, reporting, and HIPAA-compliant systems.
Responsibilities:
- Complete the full software development lifecycle (SDLC), from planning to deployment
- Design and generate complex reports; troubleshoot report issues using Crystal Reports and various data sources
- Write and maintain code using Microsoft Visual Studio (2017 or later), .NET Core, ASP.Net, C#, MVC, JavaScript, Ajax, HTML, and XML
- Develop database scripts, stored procedures, and packages for Oracle; manage data conversion and migration
- Use TFS for source control and code management
- Provide regular updates on task progress and any open issues
- Collaborate with analysts and technical staff to transform business requirements into technical solutions
Qualifications:
- 7 years of experience developing web-based applications using C#, ASP.NET, and Angular for n-tier web deployment
- 7 years of experience designing and deploying complex reports using Crystal Reports 10 or higher (not SSRS), and troubleshooting data/reporting issues using data warehouses or other sources
- 7 years of experience with Oracle including database design, PL/SQL coding, stored procedures, packages, indexes, triggers, and creating tables (Oracle 10g or higher)
- 7 years of experience developing and maintaining web applications using HTML, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap, and CSS
- 4 years of experience developing applications with MVC 5 or later
- 3 years of experience using Team Foundation Server (TFS) 2010 or later for development activities and code repositories
- 3 years of experience maintaining applications involving Health Care data under HIPAA Protected Health Information (PHI)
