Overview: The Business Analyst III reports to the Director of Administration and is responsible for translating business objectives into clear, actionable requirements to support technology solutions. This role bridges the gap between business needs and technical teams by producing documentation such as functional requirements, use cases, data mappings, data dictionaries, and system specifications.
Key Responsibilities:
- Develop and maintain data dictionaries, document data requirements, and trace functional data to source systems.
- Analyze data and trends, define KPIs/metrics, and collaborate with technical teams to develop dashboards and reports (e.g., Tableau, Cognos).
- Create test plans and lead or support system/UAT testing using tools such as JIRA or HP ALM.
- Communicate effectively with stakeholders, prepare and deliver presentations, and facilitate requirements sessions.
- Recommend process improvements using tools such as process flows, activity diagrams, and use cases.
- Lead teams of analysts, support quality assurance efforts, and ensure stakeholder alignment throughout the project lifecycle.
- Manage multiple priorities in dynamic client environments; conduct business process analysis, data analysis, and facilitate meetings with both business and technical teams.
- Mentor junior staff and support knowledge transfer across teams.
- Support agency operations, including participation in disaster response or COOP (Continuity of Operations) activities as needed.
- Maintain regular attendance in accordance with agency policy and perform other duties as assigned.
Qualifications:
- Extensive experience (8+ years) interpreting and applying Texas Vital Statistics laws, policies, and procedures, with strong regulatory and compliance knowledge.
- Proficient in business analysis methodologies, data evaluation, and problem-solving to support complex IT systems and business processes.
- Demonstrated ability to plan and manage small to medium-sized projects, including creating detailed work plans, estimates, and tracking progress.
- Strong communication and interpersonal skills, with a proven track record of leading teams, resolving conflicts, and engaging stakeholders at all levels.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Project, Visio) and experience preparing accurate reports, summaries, and presentations.
