Senior Law Enforcement & Counternarcotics Advisor
GD Resources LLC is seeking a highly experienced Senior Law Enforcement & Counternarcotics Advisor to support U.S. Government international security and counternarcotics initiatives in El Salvador.
The selected candidate will provide strategic advisory support, operational mentoring, program oversight, and technical law enforcement expertise in coordination with U.S. Embassy personnel, host nation law enforcement agencies, and U.S. interagency partners.
This position supports initiatives focused on combating narcotics trafficking, transnational organized crime, human trafficking, border security threats, and related criminal activities throughout Central America.
The ideal candidate will possess extensive law enforcement leadership experience, international program management expertise, strong interagency coordination skills, and professional Spanish language proficiency.
Key Responsibilities
- Provide strategic advisory support to host nation law enforcement and justice sector institutions on counternarcotics operations and crime reduction initiatives.
- Assess operational capabilities of police, prosecutorial, military, and maritime enforcement agencies.
- Support development and implementation of law enforcement assistance strategies and operational improvement plans.
- Mentor and advise specialized investigative units on:
- Operational planning
- Investigative techniques
- Evidence handling and chain of custody
- Intelligence sharing
- Counter illicit trafficking operations
- Coordinate with U.S. interagency partners including DEA, FBI, DHS, and Embassy personnel.
- Assist in planning and implementing interdiction initiatives targeting narcotics trafficking, synthetic drugs, human trafficking, and transnational criminal organizations.
- Evaluate training needs and recommend operational and tactical training programs.
- Monitor and oversee foreign assistance projects, contractor activities, and program implementation.
- Assist with budget planning, operational spend plans, procurement coordination, and project evaluations.
- Prepare analytical reports, briefing papers, presentations, memoranda, and senior-level communications.
- Foster collaborative relationships between law enforcement agencies, government officials, and community stakeholders.
- Support regional coordination efforts throughout Latin America related to counternarcotics and security initiatives.
- Perform additional related duties as assigned.
Required Qualifications
- U.S. Citizen with the ability to obtain and maintain a Department of State Secret Security Clearance.
- Bachelor’s Degree in Criminal Justice, International Relations, Public Administration, or related field; OR equivalent senior law enforcement experience.
- Minimum of 15 years of experience in law enforcement operations, management, training, or counternarcotics programs.
- Demonstrated experience implementing law enforcement or security sector programs in Latin America or international environments.
- Extensive experience with:
- Police operations
- Criminal investigations
- Counternarcotics strategies
- Law enforcement mentoring and training
- Program and project management
- Interagency coordination
- Professional proficiency in Spanish (written and spoken).
- Strong written and verbal communication skills.
- Experience preparing executive briefings, reports, and analytical documents.
- Ability to work effectively in overseas and high-tempo operational environments.
Preferred Qualifications
- Previous experience supporting U.S. Government foreign assistance or international security programs.
- Experience working with U.S. Embassies, Department of State programs, or international law enforcement initiatives.
- Knowledge of Central American security and narcotics trafficking environments.
- Prior overseas deployment or advisory experience preferred.
Work Environment
This position is based at the U.S. Embassy San Salvador and may require:
- International and regional travel
- Coordination with foreign government agencies
- Work in challenging or high-threat environments
This is an advisory role only. The selected candidate will not possess law enforcement authority in El Salvador and will not directly participate in tactical operations.
