Job Overview:
We are seeking a highly skilled and experienced Site Security Manager (SSM) to oversee and ensure the implementation of the Construction Security Plan (CSP) at various construction sites for a sensitive project. This role requires close coordination with government security personnel and will involve extensive security planning, documentation, and compliance with security regulations for construction projects.

Key Responsibilities:

  • Coordination with Security Personnel: Work in collaboration with government security staff, including Security Access Officers (SAO), Physical Security Officer (PSO), and Certified Tempest Technical Authority (CTTA), to implement and enforce the Construction Security Plan (CSP).
  • Security Planning & Documentation: Regularly review security requirements with the project’s PSO/SAO and General Contractor (GC) and ensure all security documentation, including Concept Approval Requests, Fixed Facility Checklists, and TEMPEST checklists, are prepared and submitted to government security personnel.
  • Compliance Monitoring: Ensure compliance with ICD/ICS-705 standards and work closely with the PSO/SAO to identify any variances and correct them.
  • Periodic Security Inspections: Conduct regular security inspections to verify adherence to the CSP and ensure project security.
  • Personnel Management: Maintain a list of all personnel on the project, providing the necessary documentation for accreditation.
  • Site Access Control: Supervise procedures to establish and manage site access control, ensuring unauthorized personnel are denied access in accordance with the CSP.
  • Participate in Security-Related Meetings: Attend relevant meetings and provide input to ensure project security from start to finish, including progress reviews, integrated concept and product teams, and design meetings.

Qualifications:

  • U.S. Citizenship: Must be a U.S. citizen with no direct or indirect ties to the contractor or subcontractors performing the construction.
  • Security Clearance: A Top Secret security clearance is required.
  • Experience: At least five (5) years of security experience related to ICD-705 construction, intelligence operations, counter-intelligence operations, counter-surveillance operations, technical surveillance countermeasures (TSCM), physical security, or a combination of these.
  • Leadership Experience: At least three (3) years of experience as a Site Security Manager (SSM) or Lead CST on ICD-705 construction projects. Leadership roles include SSM, SSC, or CST-Lead.
  • SSM Training: Completion of a 20-hour or greater SSM Training Course approved by the Contracting Officer Representative (COR).
  • Expert Knowledge of ICD/ICS-705: In-depth understanding and experience with ICD/ICS-705 standards, as demonstrated by successfully completed work on multiple ICD-705 projects with accreditation.

Additional Requirements:

  • Digital Documentation Skills: Ability to provide digital documentation (including photographs and written notes) for project security activities and milestones.
  • Physical Demands: Ability to work in construction zones with potential exposure to loud equipment noises, dust, and other environmental factors. Proper safety gear (hard hats, safety boots, etc.) is required.
  • Work Hours: Primary work hours will be within a standard 8-hour workday, with occasional flexibility required for afterhours or weekend work due to extenuating construction activities, such as concrete pours.

Working Conditions:

  • Work may take place inside and outside buildings, with exposure to typical construction zone conditions.
  • Must comply with safety regulations and wear necessary personal protective equipment (PPE) during site activities.
