Position Overview
This position is part of the New York HBITS initiative, supporting the modernization and integration of justice-related applications within the NYS Integrated Justice Portal. The role involves implementing statewide application technology standards, resolving technical infrastructure challenges, and overseeing enterprise-level Java/JEE development projects. The ideal candidate will have deep expertise in Java EE, JSF/JSP, XML, XSLT, and IBM WebSphere or equivalent application servers, as well as experience with JPA/Hibernate and relational databases like Oracle or SQL Server. Strong leadership, problem-solving skills, and prior work with criminal justice processing systems at the state or federal level are highly desired.

Responsibilities
- Apply Integrated Justice Portal standards for application technologies, including UI standards, development methods, and coding/style guidelines.
- Serve as the main technical contact for infrastructure teams, resolving performance and technical issues.
- Collaborate with Infrastructure on performance testing, failover planning, endurance testing, and deployment activities.
- Analyze, design, develop, and review code for enterprise applications using Java/JEE, JSF, XML, XSLT, and IBM Portal/WebSphere software.
- Oversee development activities, including data analysis, access, structures, manipulation, logical database modeling, testing, and implementation.
- Prepare or review technical documentation such as system designs and schemas.
- Provide mentorship and technical guidance to development team members.
Qualifications
- 7 years experience guiding iterative development teams involving planning, designing, implementing, and integrating complex JEE-based systems with data structures, algorithms, and software design.
- 5 years experience developing applications with Java Development Kit (JDK 1.6 or higher).
- 5 years experience developing applications using JSF or JSP.
- 5 years experience with J2EE technologies involving messaging and queues.
- 5 years experience using JPA and/or Hibernate with Oracle or SQL Server databases.
- 5 years experience with IBM WebSphere Application Servers OR JBOSS OR Tomcat.
- 4 years experience developing, implementing, and integrating systems related to criminal justice processing at the state or federal level (e.g., disposition processing, fingerprint identification, criminal history updating, sex offender management, wanted/missing persons tracking, offender supervision).
