GD Resources is seeking experienced financial management professionals to support Commander, Naval Surface Forces, U.S. Pacific Fleet (COMNAVSURFPAC) at Naval Base Coronado, San Diego, CA under Solicitation N0024426RS005.

This effort supports the CNSP Comptroller Office and provides critical financial analysis, audit remediation, system support, and training services necessary to ensure financial integrity, audit readiness, and operational efficiency across the Surface Forces enterprise.

Work Schedule
Monday – Friday
Operating Hours: 0630 – 1700
Core Hours: 0900 – 1500
Closed on Federal Holidays

Travel
Up to four trips per year (approximately five days per trip), as required and approved.

Senior Financial Analyst III (Program Manager)

Security Clearance

Education
• Bachelor’s degree in Accounting, Finance, or Business
• Minimum five (5) years of relevant experience

Recent Experience Required
• Experience as Lead Financial Program Analyst
• Navy Enterprise Resource Planning (N-ERP)
• Defense Travel System (DTS)
• Wide Area Workflow (WAWF)
• Advana
• Jupiter
• Microsoft Excel, Access, and Power BI
• Budget variance analysis
• Trial balance reconciliation
• Standard Operating Procedure (SOP) development
• Training development and delivery
• Audit readiness documentation

This individual will serve as the Program Manager and primary point of contact, responsible for overall contract performance and daily operational oversight.

Financial Analyst III (Accounting Analyst) 

Security Clearance
• Secret clearance required at time of award

Education
• Bachelor’s degree in Accounting, Finance, or Business
OR
• Minimum five (5) years of recent financial/audit experience

Experience Required
• Business Process Improvement (BPI) initiatives
• Audit response support (Samples, PBCs, Findings Questions)
• Corrective Action Plans (CAPs) development and tracking
• Internal Control Review (ICR) testing and sustainment
• Unliquidated and Undelivered Orders (ULO/UDO) analysis
• Jupiter financial system
• Budget Execution Validation (BEV), CERMC, and FERMC metrics
• Command Readiness Assessment support

These positions support audit readiness, compliance initiatives, financial analysis, and documentation sustainment efforts.

NON-KEY PERSONNEL

Financial Analyst III 

Financial Analyst II 

Non-key personnel will provide financial analysis, audit support, reporting, reconciliation, and system support functions consistent with contract requirements and CNSP Comptroller objectives.

Professional Expectations

Personnel must demonstrate professionalism appropriate for a senior Navy command environment. All contractor employees must comply with installation access requirements and safeguard government information and property.
