Job Title: Expert Systems Developer

Location: Albany, NY – Hybrid (On-site from Day 1)
Rate: Based on experience

Position Overview:
We are seeking an Expert Systems Developer for a 30-month engagement. This position will support the New York State Office of Mental Health’s MET project, which involves rewriting the Mental Health Automated Recording System (MHARS), an existing application built on outdated technologies, to ensure continuity of care for patients with mental health diagnoses. The project will involve integration with various payers, including Medicaid, Medicare, and Third-Party Health Insurance (TPHI).

 

Responsibilities:

  • Execute the full Software Development Life Cycle (SDLC).
  • Use Microsoft Visual Studio 2022 or higher to develop applications using MVC Architecture, .NET, JavaScript, JSON, AJAX, HTML, XML, DLL, and WCF.
  • Develop and maintain backend processing systems for business and organizational needs.
  • Prepare scripts to create/modify Oracle tables, indexes, constraints, triggers, views, stored procedures, and packages.
  • Convert and migrate data as required.
  • Diagnose and troubleshoot application report issues using Crystal Reports.
  • Mentor and assist other programmers, providing guidance in debugging, troubleshooting, security, deployment, and architecture configuration.
  • Use source code repositories (Tortoise SVN, Visual SVN, TFS, or Git) for version control and branching.
  • Work within the IT Service Management System (ITSM) to manage incidents and service requests.
  • Coordinate service requests with ITS Chief Operating Office personnel for releases and application changes.
  • Diagnose/debug production issues, escalate as necessary, and participate in bridge calls.
  • Report status updates and outstanding issues to the supervisor.

Qualifications:

  • Experience Level: Expert – 7 years, capable of guiding large teams and recognized as a top expert in the field.
  • 7 years of experience using Microsoft Visual Studio to develop/maintain applications in C#, ASP.NET, Web API for n-tier web deployment.
  • 7 years developing/maintaining web applications utilizing HTML, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap, and CSS.
  • 7 years of experience with Oracle database design, PL/SQL coding, stored procedures, packages, indexes, triggers, views, and table creation.
  • 7 years with Service-Oriented Architecture (SOA) application integration, including secure .NET web services using WCF, SOAP/REST APIs, message/queue processing, DLLs via package manager, and/or Enterprise Service Bus.
  • 6 years using Team Foundation Server and GitLab (including CI/CD) for source code management.
  • 6 years collaborating with UI/UX teams, Business Analysts, Architects, and Project Managers to define requirements and timelines.
  • 2 years coding/maintaining applications containing healthcare data subject to HIPAA PHI, HL7, and/or FHIR standards.
  • 2 years with user provisioning, authentication, and authorization using OKTA, LDAP, RSA, and Access Manager.
Preferred Educational Attainment: Bachelor’s Degree in Computer Science, Information Technology, or a related field.
