This role focuses on technical design, development, and testing of system enhancements in an Oracle PeopleSoft Financials environment. The position is based in Albany, NY, and requires at least 50% onsite work.

Position Overview:
Our client is seeking an Expert Programmer to support the Enterprise Architecture/Program Management within the Statewide Financial System (SFS). Key Responsibilities:
- Design and document technical solutions and create detailed test plans.
- Automate the execution of test scripts using HP Quality Center (ALM), Selenium, and PeopleSoft Testing Framework.
- Create and manage complex test data sets.
- Perform application and performance testing across the system development life cycle.
- Identify, resolve, and validate defects.
- Lead technical efforts for major PeopleSoft Financials modules.
- Conduct special projects as assigned.
- Provide training and technical mentorship to team members.
- Collaborate closely with development, QA, and business analyst teams.
- Ensure compliance with public sector IT standards and best practices.
Qualifications:
- Minimum of 7 years of experience designing technical solutions and testing strategies, preferably within public sector organizations.
- 5 years of experience with automated testing tools such as HP ALM, Selenium, and PeopleSoft Testing Framework.
- 2 years of experience developing/supporting PeopleSoft 9.x Financials customizations with PeopleTools and Oracle Data Integrator.
- 2 years as a technical lead in a PeopleSoft ERP system for at least two financial modules.
- Strong analytical, documentation, and communication skills.
